ATL and PHI given permission to trade

Due to new owners taking over Philly and Atlanta, I am going to give them a day or so to trade players to get out of debt. They will be able to trade any player or prospect under contract, or any draft picks to try and get out of debt so they can resign players (hopefully not so many that they go back into debt).

Just be aware these are the only exceptions to trading BEFORE the resignings/arbs/releases are done this weekend.
